In March 2021, ULI launched an “Open Call” for design proposals for Site 3 that focus on ideas that can serve the public interest. Based on stakeholder workshops and conversations with industry, civil society, and the public and after extensive deliberation from the jury which includes representatives from ULI, Professional Property Services, Stanford University, Atkins, JLL, University of Hong Kong and the Chinese University of Hong Kong, this report summarises Ten Design Principles for a public interest-centred approach to the development of Site 3. They are exampled by the submissions from the open call and benchmarked against best practices case studies.
HONG KONG (8 March, 2022) – Ensuring inclusion and access to all, embodying Hong Kong’s societal values and global identity, safeguarding Hong Kong’s heritage for future generations and committing to sustainability are among some of the ideas suggested in a new Urban Land Institute (ULI) report on how Site 3 of the New Central Harbourfront (Site 3) in Hong Kong can best serve the local community.
Entitled Central Harbourfront Site 3: Design Principles for the Public Good, the report offers recommendations for Site 3’s development so that it can better serve the public interest while balancing its commercial viability and attractiveness.
“Site 3 will not only create one of the most important landmarks to Hong Kong’s Central Business District, it also has the potential to shape the future development of commercial real estate in Hong Kong and beyond,” commented David Faulkner, president of the ULI Asia Pacific region. “The Design Principles for Site 3 draws upon the expertise and creative ideas of architecture firms, arts organizations, academia and civic groups to help the successful tenderer combine commercial and public interests seamlessly, thereby setting a new benchmark for public-centric commercial property development.”
