Advisory Services
ULI advisory services panels provide strategic advice to sponsors on land use and real estate development issues. Panels link developers, public agencies, and other sponsors to the knowledge and experience of ULI and its membership.
Established in 1947, this fee-based programme has completed over 600 panels, in 47 states, 12 countries, and 4 continents. Sponsors praise panels for their comprehensive, pragmatic approach to solving land use challenges.
Panel Options
ULI offers six panel options to meet the needs of your land use challenges. All panels share the following characteristics:

Local Technical Assistance Panel
Technical Assistance Programs (TAPs) engage local leaders to provide expert, timely, candid, and unbiased input to help the subject community resolve local real estate and land use issues over the course of a one- or two-day panel. TAPs are selected from the local membership to address land use challenges that require local knowledge to resolve.

Past Panels in Hong Kong
ULI Advisory Services panel was asked to consider Hong Kong’s height limitations and ridgeline protection measures as they apply to the Quarry Bay district, as well as their impact on the competitiveness of Hong Kong in a changing regional and global economy. As part of the panel’s deliberations, it was suggested that reviewing the height limitations in the context of the broader Hong Kong 2030+ plan would be more effective. ULI was retained by the Government of HKSAR to conduct an Advisory Services Panel in 2011, to provide strategic advice on land use and real estate development issues so as to achieve sustainable development at the former airport (Kai Tak) and the nearby Kowloon East area.
After reviewing briefing information, touring the area, and participating in an in-depth briefing from the sponsor, the panel conducted a series of stakeholder interviews with more than 30 individuals. Considering this information and insight, the panel then deliberated and framed several recommendations.

Hong Kong is a city that has been defined by its harbour for many years. The harbour and the miles of waterfront shape the city’s character as much or more than the tall buildings and remaining vernacular architecture. Victoria Harbour is at the heart of Hong Kong’s global identity and the source of its competitive advantage in the Pearl River delta. The name Hong Kong literally means “fragrant harbour,” further signifying that the harbour is ultimately Hong Kong’s essence.
ULI was asked to assemble a team of professionals who have extensive experience in waterfront redevelopment projects around the world and meet in Hong Kong for two days to address several suggestions for next steps in the harbour regeneration process.
